The Oscar Grant shooting produced a lot of mixed results, including a mandatory annual 40-hour training regimen for BART span data-scayt_word="Po'Lice" data-scaytid="2"Po#39;Lice/span./p p That 40 hours isn#39;t enough.nbsp; Roberts asks some good questions, including--did the BART span data-scayt_word="Po'Lice" data-scaytid="3"Po#39;Lice/span officers panic?nbsp; There have been so many shootings of, usually, non-White men, some of them under the influence of alcohol or something else, or suffering an emotional or mental crisis.nbsp; The BART span data-scayt_word="Po'Lice" data-scaytid="4"Po#39;Lice/span said that this particular man who was shot to death was waving a bottle of booze around, and a knife, and looked wobbly./p p I must be naive.nbsp; I mean, if you put the Military uniform on and get sent into Harm#39;s Way nobody should be surprised if you come back in a coffin.nbsp; Why are span data-scayt_word="Po'Lice" data-scaytid="5"Po#39;Lice/span such cowards they shoot to kill, all the time, even when the person in crisis is in a wheelchair?nbsp; We#39;ve had at least one of those kind of span data-scayt_word="Po'Lice" data-scaytid="6"Po#39;Lice/span shootings happen in span data-scayt_word="Amerikkka" data-scaytid="19"Amerikkka/span this year too./p p Why are they so unable to do the job the entire community expects of them, even those of us who push shopping carts full of cans and bottles, etc?/p p Part 2:nbsp; Midnight in the Garden of Concrete and BART/p p I got home in time to find out, via the San Francisco Giants#39; Midnight Replay on span data-scayt_word="KNBR" data-scaytid="20"KNBR/span radio station, that the Mets won the first game of the series.nbsp; BART seems to have won a battle with an elderly African-descended man in a wheelchair, via, you guessed it, the BART span data-scayt_word="Po'Lice" data-scaytid="7"Po#39;Lice/span./p p When I got to the bus stop to wait for the last #49 there was a BART span data-scayt_word="Po'Lice" data-scaytid="8"Po#39;Lice/span car parked in the span data-scayt_word="MUNI" data-scaytid="21"MUNI/span bus stop zone, and two BART span data-scayt_word="Po'Lice" data-scaytid="9"Po#39;Lice/span talking to the Elder (Poverty) span data-scayt_word="Skola" data-scaytid="22"Skola/span in the wheelchair.nbsp; They moved from the span data-scayt_word="Walgreen's" data-scaytid="25"Walgreen#39;s/span store entrance over to the concrete territory between the bus stop and the BART elevator.nbsp; One BART span data-scayt_word="Po'Lice" data-scaytid="10"Po#39;Lice/span was White, the other Asian./p p They blocked the elevator doors and insisted BART was closed.nbsp; Then the white BART cop left the other one alone with the old man while he went underground to talk to somebody.nbsp; I didn#39;t see him again./p p The Asian BART span data-scayt_word="Po'Lice" data-scaytid="11"Po#39;Lice/span talked with the Elder span data-scayt_word="Skola" data-scaytid="23"Skola/span, asking where he lived and if he planned to stay outside all night.nbsp; The old man, who looked to me to be a True Elder Poverty span data-scayt_word="Skola" data-scaytid="24"Skola/span if I#39;ve ever seen one, said he lived in Oakland or Vallejo, and the way that part of the conversation progressed I couldn#39;t tell if he was unable to remember where he actually lived, or if he was just trying to out-wait the BART span data-scayt_word="Po'Lice" data-scaytid="12"Po#39;Lice/span.nbsp; I suspected he just wanted the span data-scayt_word="Po'Lice" data-scaytid="13"Po#39;Lice/span out of his hair./p p This is what the BART span data-scayt_word="Po'Lice" data-scaytid="14"Po#39;Lice/span are for, I guess.nbsp; They exist to kill any non-White person who disturbs the peace too much, and they exist to not give a damn or an iota of real assistance to any poverty span data-scayt_word="skola" data-scaytid="26"skola/span who is obviously in need.nbsp; I was at least as unhappy as emAntioch Herald/em editor Dave Roberts is over the Civic Center shooting, not least because there was no help I could offer the elder poverty span data-scayt_word="skola" data-scaytid="27"skola/span./p p I don#39;t know what happened after my bus took me home.nbsp; I do know the BART span data-scayt_word="Po'Lice" data-scaytid="15"Po#39;Lice/span are useless and should be replaced with people who know how to respond to people in crisis.nbsp; BART span data-scayt_word="Po'Lice" data-scaytid="16"Po#39;Lice/span Chief Kenton Rainey sounds just like the clueless drone he replaced.nbsp; If BART doesn#39;t improve its span data-scayt_word="Po'Lice" data-scaytid="17"Po#39;Lice/span force substantially, I have another suggestion for them./p p Replace Rainey with somebody who gives a damn.nbsp; The San Francisco Sheriff#39;s Department is losing someone who might actually make BART safe for EVERYONE who rides it.nbsp; Hint!nbsp; Hint!nbsp; Just do it./p

Cops, Pigs, Dismantle the BART Police!/p p nbsp;/p p strongQuiet as kept:nbsp; Charles Blair Hill#39;s killing by BART Police if the fifth occurrence since 1992/strong/p p Those who are relatively new to the Bay Area may not know that this is the 5th BART police killing--all People of Color-- to the exception of Charles Hill.nbsp; In the previous cases, BART#39;s internal investigations concluded that the officers felt threatened by the victims and were justified in pulling the trigger. It#39;s unbelievable given the circumstances of the killings:/p p - In 1992, 19-year-old African American span class="scayt-misspell" data-scayt_word="Jerrold" data-scaytid="19"Jerrold/span Hall (only son of Cornelius Hall, who at the time was the Fire chief of Oakland !) was shot in the back by a BART officer as he tried to leave the parking lot of a station. The officer was responding to reports of an armed robbery and said he suspected that Hall and a friend were involved. The officer tried to detain the two. Hall ran and then the officer shot him in the back and killed him. Hall was unarmed, but the officer said he thought Hall was on his way to get a gun and return for a showdown.br / span class="scayt-misspell" data-scayt_word="Jerrold's" data-scaytid="21"Jerrold#39;s/span assassin later committed suicide..../p p - In 2001, an African American schizophrenic man, Bruce Seward was the next victim of the rogue force. Seward did grab the officer#39;s nightstick at one point, but there were several options for subduing him. Instead, the officer shot and killed him. The five demands have been met!rdquo; which is not true. According to family members of prisoners at span data-scayt_word="Calipatria" data-scaytid="27"Calipatria/span, participation at span data-scayt_word="Calipatria" data-scaytid="28"Calipatria/span was huge ndash; at least 1,500 prisoners throughout that prison alone joined the hunger strike ndash; until the guards spread rumors of the strike ending. Some prisoners at span data-scayt_word="Calipatria" data-scaytid="29"Calipatria/span remain on hunger strike, however./p p While the span data-scayt_word="CDCR" data-scaytid="11"CDCR/span released its estimate of 6,600 prisoners participating in the hunger strike during the Fourth of July weekend and declared the numbers dropping to over 2,100 in the following days, of course the span data-scayt_word="CDCR" data-scaytid="12"CDCR/span failed to mention how and why that happened. The decline in numbers in no way demonstrates a lack of support or dedication to this struggle from the prisoners, rather how eager the span data-scayt_word="CDCR" data-scaytid="13"CDCR/span is to make this issue go away quickly and quietly./p p One prisoner writes to a supporter: ldquo;Irsquo;m sincerely sick with end stage liver disease (span data-scayt_word="ESLD" data-scaytid="30"ESLD/span) and a severe case of related diabetes. Irsquo;m going to end up in the hospital almost immediately and will be effectively isolated. Due to my dedication to the struggle, I will continue with my strike. I wonrsquo;t know when to stop. If the demands have been met in whole, negotiated part, etc., I will not take the copsrsquo; word, for the pigs have proven their word to be hollow.     p I had only been in California for six days when I attended the protest against the release of Johannes span class="scayt-misspell" data-scayt_word="Mehserle" data-scaytid="1"Mehserle/span, the BART cop that killed Oscar Grant.nbsp; I#39;d heard the story online from my friends in the Bay Area, so I knew that I wanted to be there at the span class="scayt-misspell" data-scayt_word="Fruitvale" data-scaytid="5"Fruitvale/span BART station to make my voice heard along with the voices of so many others from my new community.nbsp; I didn#39;t realize, however, that when Bay Area folks protest, they give it their all./p p Getting my pre-protest nap in was of primary importance.nbsp; I was still a little tired from adjusting to my new home in North Oakland, with the two-hour time change from Texas still affecting me, so I took a disco nap before heading to the Ashby BART station.nbsp; It took me about fifteen minutes to walk to the station, because I have chronic pain and I have to take it slowly.nbsp; I ended up having to wait about fifteen minutes for the train, which is good considering I come from a town with barely any public transportation at all./p p When I got to the span class="scayt-misspell" data-scayt_word="Fruitvale" data-scaytid="7"Fruitvale/span station, the first thing I noticed was the number of people, especially the amount of police, which I thought was really unnecessary, even for a protest in Oakland.nbsp; I looked around and noticed the diversity in the crowd---Socialists, Communists, Quakers, queer folks, anti-war peeps, punks, people from the Nation of Islam---it reminded me of the demonstrations I attended when I lived in Austin.nbsp; People were passing out fliers, in all sorts of colors, of different events and organizations./p p There were several speakers, but I really couldn#39;t hear much except for a lot of applause.nbsp; It was a little frustrating trying to make out words and phrases, and my learning disability decided to manifest itself at the most inopportune time, so I walked around for a bit./p p When it came time for the march, I found myself close to the front, because I was watching a geeky, bespectacled, radical guy in a thrift store suit.nbsp; After a few blocks of marching, I asked him how much longer the march was, and that I was from Texas, where we didn#39;t march for very long distances.nbsp; He looked at me funny and said that we had many more blocks to walk.nbsp; At that point, I realized that span class="scayt-misspell" data-scayt_word="chanclas" data-scaytid="9"chanclas/span were not appropriate protest wear, no matter how popular sandals may be in Texas, and I should have left my Hello Kitty span class="scayt-misspell" data-scayt_word="mochila" data-scaytid="11"mochila/span at home---a backpack was totally unnecessary./p p We marched past span class="scayt-misspell" data-scayt_word="panaderias" data-scaytid="13"panaderias/span, span class="scayt-misspell" data-scayt_word="taquerias" data-scaytid="15"taquerias/span, span class="scayt-misspell" data-scayt_word="carnicerias" data-scaytid="17"carnicerias/span... I was reminded of Magnolia Park, span class="scayt-misspell" data-scayt_word="Montopolis" data-scaytid="19"Montopolis/span, and Oak Cliff back home./p p We are all--- Oscar Grant.nbsp; We are all--- Oscar Grant.nbsp; Oscar Grant--- Oscar Grant.nbsp;br / I tried not to focus on my blistering feet.nbsp; I found the marching band and my band geek self came back for a while.nbsp; Whenever I hear drums, I start to get in rhythm and pretend I am some kind of hippie drum majorette./p p Then I heard people chanting Fuck the Police and I joined the group, shouting and reflecting on how I could not express that sentiment at a protest back home without ending up in the Del Valle jail, watching Maury, eating cat food (ham salad), and drinking expired milk.nbsp; I thought of all my friends back in Texas, progressive as they may seem, and how to them, Fuck the Police is just another span class="scayt-misspell" data-scayt_word="NWA" data-scaytid="21"NWA/span song (or Rage Against the Machine, depending on the friend).nbsp; I realized that I am a lot more radical than the people I hang around, and that my time in California will forever change me.nbsp; I also thought of growing up in Texas, where cops have had a long tradition of genocide against people of color.nbsp;nbsp;nbsp; I always thought that it was wrong to treat people badly just because of who they might be.nbsp; I thank my mother for enrolling me in culturally diverse schools so that I might learn a different way from her generation, though I know she wouldn#39;t approve of my being at this demonstration---she#39;s more of the write letters to the editor type./p p The closer we got to downtown, the more I resolved to make it all the way to the end without quitting.nbsp; My feet were incredibly torn up, after several suburban months of being totally unused to walking distances longer than from my partner#39;s car to our front door.br / I kept thinking of how span class="scayt-misspell" data-scayt_word="Mehserle" data-scaytid="3"Mehserle/span can go on with his life, while Oscar Grant and others like him cannot, and how the system just doesn#39;t care.nbsp; I started screaming along with the others chanting, and I found my second wind, albeit briefly./p p Once we got to the BART station downtown, my disabled body couldn#39;t take it anymore.nbsp; My muscles and joints had flared up, so I needed to go home.nbsp; I entered the train station and once again noticed a large amount of cops.nbsp; They didn#39;t notice me as I took the escalator to the train platform.nbsp; I thought that if I hadn#39;t been a light-skinned person, then they might have given me shit, and about how much I hate passing oppression./p p Silence followed me like a nighttime Texas wind all the way home./p

    p em(Co-editor#39;s note:nbsp; This is the debut of PNN North Carolina.nbsp; As co-editor of POOR, I am overjoyed to featurenbsp;Vaudeville Hoofernbsp;from my mother Florence Mayberry.nbsp;nbsp;Mom is a native San Franciscan.nbsp; She hasnbsp;seen the landscape of the country written on the faces of people on the east coast and down south and in between--inspiring her tonbsp;compose songs.nbsp; She trekked cross country with her husband Pete several years agonbsp;in a return to the Bay Area after decades in Florida.nbsp;nbsp;However, the mountains called her and her songs and poetry grow like the most verdant garden. nbsp;Her words come down from her Hendersonville, North Carolina home--calling upon the voices of the past, the tapping sounds of her father, my grandfather--a tap dancer, a worker, a father and grandfather.nbsp; My mother#39;s voice is gentle, yet powerful like the mountains that she walks.nbsp; The community ofnbsp;trees and voices that live along the rivers and in the wind rise like fire in her voice which is the voice of prayer and the echo of earth mother.nbsp; We#39;re thankful to feature Vaudeville Hoofer in love and respect to Robert H. French)/em/p p emnbsp;/em/p p emnbsp;strongVaudeville Hoofer/strong/em/p p nbsp;/p p Today, June 15th is the day my father was born. Thinking of him on his birthday and also the fact that Father#39;s Day is this Sunday is what motivated me to write the song Hoofer#39;s daughter to honor him./p p My dad was a tap dancer on the vaudeville circuit, which was a series of theaters in strategic cities across the country. These theaters offered a wide variety of entertainment that they brought together on a single bill. They were immensely popular and operated for decades beginning before the turn of the 20th century and continuing throughout the 1930#39;s. These vaudeville theaters featured a variety of acts such as singers, tap dancers, jugglers, female and male impersonators, as well as novelty acts such as performers who could spin on their heads long before the breakdancers who do this trick today, were even born./p p When my dad met my mother, he was still dancing, but had a real job driving a truck during the day. This was around the end of World War II. Once they were married and I came along, my father retired his tap shoes and took a job working as a bus driver for the San Francisco Municipal Railway, commonly known as Muni. He had a dream though; and it never expired. It was that at least one of his four children would follow in the old man#39;s footsteps and show some sort of an interest/talent in performing on stage. Years went by. The older children all grew up and followed their own passions. This left me as his last hope./p p Dad#39;s job as a bus driver required him to arise at 4:30 a.m. to be on his bus by 5:30 a.m. As most drivers do, he had a break during the midday. These breaks lasted a couple of hours, which was just long enough for him to come home and relax a bit. Frequently his breaks coincided with my arrival from school./p p Dad would arrive, forehead glistening with sweat and often clutching a white cotton handkerchief that he kept in his back pocket in order to wipe the moisture from his forehead. He#39;d be wearing his navy blue uniform that featured a jacket with brass buttoned epaulets, and a zipper up the front; standard issue light blue shirt; navy blue tie; matching uniform pants; and cap with the Muni emblem across the front, which he always wore cocked back on his head. On his ring finger was his only adornment; a heavy silver ring, which he never ever removed. Through a child#39;s eyes, his uniform made him look like a police officer. He jingled with every step he made as he entered through the front door and up the steps to our second floor flat, because of all of the loose change that filled his pockets; nickels, dimes, quarters, half dollars, all with which to make change. He#39;d head for the kitchen and hang his heavy jacket on his chair at the dinette table and begin to unwrap a tuna burger that he had just purchased from the Tic Toc drive-in on his way home. Once his lunch was completed, he#39;d slump back into his chair./p p Meanwhile, I#39;d be tapping away on the kitchen floor; repeating the time step the way I#39;d learned it at dance class and relishing the sounds that I made when my shoes hit the linoleum floor. If you#39;re going to do it, you need to do it right, he#39;d say. And that was just enough impetus to draw him out of his seat and onto the floor. This is how Bill Robinson did a time step. Bojangles is what they called him; the greatest tap dancer that ever lived. One, two, three and four; dad did it so fast. Next I#39;d try it. Finally, he#39;d end with a series of blinding shuffles and slides the way he did it when he was on stage. Wow dad, was all I could say. That#39;s not the way Betty May showed us. After that explosive finale, he#39;d grab his white handkerchief and mop the sweat that was running down his face, secure his suspenders back on his shoulders, and say That#39;s it for today. This is enough to give your dear ole dad a heart attack. I#39;m not as young or as thin as I used to be, you know. He#39;d then glance down at me and say On second thought, just do it the way your dancing teacher showed you. I think that would be best./p

Supreme Court decision ordered the state {of California} to release or transfer more than 33,000 inmates because of overcrowding./strongbr / --from It#39;s experience versus change in DA#39;s race, by Heather span data-scayt_word="Cassell" data-scaytid="8"Cassell/span, in the June 30-July 6th Bay Area Reporter/p p As POOR Magazine and others have said repeatedly, the span data-scayt_word="PIC--Prison" data-scaytid="9"PIC--Prison/span Industrial Complex--which can also be called Poor People Housing or The New Slave Plantation System--is an interlocking set of corporate economic interests and the logical end result of a lot of labor and union-busting activities going back to (maybe much further back-in-the-day...) Ronald Reagan#39;s confrontation with and ruination of span data-scayt_word="PATCO" data-scaytid="10"PATCO/span, the air-traffic controllers#39; union.nbsp; Believe me, if the airline and airport industries could use cheap prison labor to manage air traffic in span data-scayt_word="Amerikkka's" data-scaytid="11"Amerikkka#39;s/span span data-scayt_word="skies...they" data-scaytid="5"skies...they/span would./p p Slave-wage prisoners fight fires in California and other Western states when the fire seasons get to span data-scayt_word="goin" data-scaytid="12"goin/span#39;.nbsp; Outside of getting to be Outside, I don#39;t get what prisoners get for doing it.nbsp; The state and rich people who have their zillion dollar homes and vacation lodges saved get a lot for nearly span data-scayt_word="nuthin" data-scaytid="13"nuthin/span#39;.nbsp; State and Federal prisoners make license plates and other things for less money (by corporations with sweetheart deals with the states) than other companies can afford to.nbsp; Unfair competition?nbsp; You bet./p p Corporations like Wells Fargo Bank invest megabucks in corps like GEO that build prisons and lobby for more to be built while education and other needs go begging for money.nbsp; The victims of starved education systems, low-paying jobs or no jobs, Sit-Lie Laws, etc., go to jail/prison or face massive risky struggles not to go there.nbsp; Can you say Sex Worker?nbsp; Can you say Employed and living in the car?nbsp; I knew you could!/p p Thirty-three thousand-plus prisoners equals about 570 people per county, though the span data-scayt_word="B.A.R" data-scaytid="6"B.A.R/span. quote, while at least a little bit span data-scayt_word="fear-mongerish" data-scaytid="14"fear-mongerish/span, is accurate if you take into account they might really mean the Bay Area--San Francisco County, San Mateo County, Alameda County, Marin County, etc--though it is possible for San Francisco to actually see four digits-worth coming to a street (or 850 Bryant) near you./p p If they don#39;t go to jail, where do they go?nbsp; A new ordnance on the ballot in San Francisco aims to reform ex-Mayor Gavin span data-scayt_word="Newsom's" data-scaytid="15"Newsom#39;s/span CARE NOT CASH (span data-scayt_word="CNC" data-scaytid="16"CNC/span) program because it created gridlock in the homeless shelter system.nbsp; People on General Assistance were sent to shelters, but then the shelter system classified shelters as full of span data-scayt_word="CNC" data-scaytid="17"CNC/span clients whether they are there or not.nbsp; The Phantom of the Full Shelters has been playing this mad tune in the Care Not Cash Cafe basement for years./p p Whether or not the ordnance passes, whether or not it creates a better result or wreaks more span data-scayt_word="havok" data-scaytid="18"havok/span on a system that has always been a Twilight Zone with Rod span data-scayt_word="Serling" data-scaytid="19"Serling/span firmly at the helm (Dead or Alive), there#39;s not much breathing room in those shelters, nor is there much in SRO hotels.nbsp; There are at least two fewer SRO#39;s this summer.nbsp; Tiny aka Lisa Gray-Robles wrote about a recent SRO fire and she, I, and others were on Facebook shortly after that freaking out over a SOMA (South of Market Street) SRO hotel that burned a few weeks later./p p There#39;s so much unmet need for housing: elders, families, singles of all sexes and transgender, youth.nbsp; There#39;s an Elephant in the middle of the room.nbsp; Organizations that have great mission statements but fail to deliver on them.nbsp; POOR Magazine has its span data-scayt_word="Homefulness" data-scaytid="20"Homefulness/span Project, a radical/revolutionary co-housing set-up not requiring its future tenants to opt-in with money they don#39;t have.nbsp; Co-housing and other DIY (Do It Yourself) collective housing arrangements aren#39;t generally Poor People Friendly./p p That must change.nbsp; We hope readers see what we#39;re doing and get inspired.nbsp; You should!/p p The courts are a useful tool for forcing what isn#39;t happening to happen--if you win.nbsp; They are also a blunt instrument with not much flexibility.nbsp; The span data-scayt_word="U.S" data-scaytid="3"U.S/span. Supreme Court decision#39;s impact on California and its criminal justice system is one honking huge example./p p Still, I would love to see Housing Rights lawyers go to the span data-scayt_word="U.S" data-scaytid="4"U.S/span. Supreme Court with cases focusing on things like the failure of San Francisco government to force developers to make at least 50% of housing units in new apartment buildings be for poor tenants.nbsp; The Booker T. Washington community center at Sutter and Presidio Streets has been trying to create a youth transitional housing facility next door to it; the project began as a 10-story structure, then the neighborhood demanded fewer floors.nbsp; span data-scayt_word="NIMBY" data-scaytid="21"NIMBY/span:nbsp; NOT IN MY BACK YARD!!!/p p The new San Francisco Supervisor for that part of San Francisco back-stabbed Booker T. Washington after more complaints were made, and the project has been forced to shrink still more.nbsp; Young people aged out of foster care at age 18 without anywhere else to go will go where you would expect them too--the streets, shelters, jail, prison.nbsp; That#39;s another lawsuit that needs to go all the way!/p p Let#39;s decriminalize squatting.nbsp; Let#39;s get foreclosed houses out of the grubby paws of the banks and put them to the good use of organizations working to get people housed.nbsp; C#39;mon Lawyers!nbsp; Lawyer up!nbsp; If our various levels of government can#39;t or won#39;t do it, you#39;re just about all we#39;ve span data-scayt_word="got...other" data-scaytid="7"got...other/span than ourselves./p

The San Francisco Fire Department and SFPD have to share the pain too, not just the poor./embr / --POOR Magazine poverty skolah and Po#39; Poet Charles Pitts/p p From Thornton (Bruce#39;s Section follows)/p p Bruce Allison and I have jointly written about various aspects of the San Francisco budget, the (as I like to call it) 24/7 Budget Brawl In City Hall, a little something-something about how the budget develops from a twinkle in the Controller#39;s--and others#39;--eyes, and other pieces of the puzzle.nbsp; I recently published one about the City Family and the kinder, gentler Machine Politics (I didn#39;t use the phrase, but the Bay Citizen Bay Area section of the 6/5/11 New York Times DID call it Machine Politics in the sub-headline) blandly ripping the stitches out of the fabric of the city./p p Amerikkka is constantly proclaiming its status as the wealthiest nation on Earth, and we live in one of the richest parts of it, yet we are told there is no money, no resources for much else but fire and polices services--and making war on oil-rich people who don#39;t like our government and have the guts to admit it publically.nbsp; Even in good economic times the poor get given crumbs and the sage advice to take them and like it./p p California has been suffering from a self-inflicted gunshot wound called Proposition 13, which limited the taxation of private property and began a slow suicide squeeze on the state budget that surely must be the envy of any Major League Baseball team manager who pays any attention at all to reality.nbsp; Follow the money, see what it is spent on, or not spent on, and you will know what people care about--and what they don#39;t care about.nbsp; Follow the money, see what is or isn#39;t taxed, or controlled in some similar fashion, and see who benefits and who doesn#39;t./p p A year or two ago someone was quoted in the San Francisco Chronicle saying there are no state services for the rich.nbsp; I#39;ve commented on this before.nbsp; Forbid insurance for gazillion dollar homes in the fire seasonally fire-prone Santa Cruz Mountains, or in other exclusive California areas whether they have naturally beautiful scenery or not; force the owners to pay the total cost of orange goo-dropping fire season fire suppressing aircraft, professional and slave-labor state prisoner firefighting units, and change the shape of the debate.nbsp; What else qualifies as services for the wealthy?/p p When you are put on an economic starvation diet, threats to cut more (like state level Stage Three Child Care, free food programs for fixed-income Elder Poverty Skolahs, or anything else) is a lie, a street-level game of guess-what-cup-the-peanut-is-under while I move them around the table-top at warp speed.nbsp; If you guess where the peanut is you get to eat it, but I don#39;t give you any dollars.nbsp;/p p Tiny aka Lisa Gray-Garcia calls that The Lie of the Budget Cut.nbsp; I#39;ve been calling it The 24/7 Budget Brawl In City Hall.nbsp; The Budget Brawl in San Francisco often looks like this: the Mayor proposes, and the Supervisors (aka Supes) also propose, and eventually cut things from the budget that are later returned to the budget after a lot of people have visited the Supes to speak into a microphone and tell them why they shouldn#39;t damage or kill the program that means so much--or means life and death--to them./p p We go through this Budget Brawl every year.nbsp; The California Legislature goes through a much nastier version of the Brawl (there are more gunslingers in the streets up thar in Sacramento after all...), often unable to agree on the content of the state budget until well after the deadline for passing it is past.nbsp; There#39;s gotta be a better way, especially when you consider that the kinder, gentler Machine Politics cranking up in San Francisco is no better than the supposedly hard-on-the-nerves stuff people have been convinced they hated and wanted to replace with politeness and we#39;re here to get things done.nbsp;/p p FROM BRUCE/p p Every year I act like it is Halloween when I give my three minute talk to the San Francisco Supervisors; I#39;ve been Darth Vader, The Grinch, George Washington, and various other characters.nbsp; The groups that stand out from the public-comment crowd are the ones that have their piece of the budget saved from the red ink-pen./p p The Seniors and People With Disabilities Caucus say that they can get most of the money being cut from the city budget back through add-backs--the same old same old thing the Supervisors do to restore cuts, or find a little bit here and a little bit there (instead of spending too much on Capitalistmas lights, or whatever)./p p We#39;re all after the same piece of the pie, the same crumbs.nbsp; The average Elder in the city (25% of the population, age 55+) makes about $600 a month.nbsp; None of my friends own their own home, let alone two, like Rush Limbaugh wants people to believe./p p Elders are dying here because the wealthy aren#39;t paying their share.nbsp; Law firms fall into Loophole Limbo, the partners not paying taxes on the money they earn doing the firm#39;s legal work.nbsp; Each time this is mentioned, they shout Poverty!, despite making $5 million or more annually.nbsp; A proposition and a San Francisco Supervisors ordinance aimed at this problem landed in court--the lawyers claiming that they are being over-taxed.nbsp; Ex-Mayor Gavin Newsom, the San Francisco Chamber of Commerce, and Jobs San Francisco are on the side of the lawyers, crying Wolf! that all the law firms will leave the city if they lose the lawsuit./p p How many times have we heard this argument?nbsp; Too many!nbsp; San Francisco has the highest minimum wage in the country (the Living Wage, or Minimum Compensation ordinance), has guaranteed health care for all workers--the same #39;Cry Wolf#39; tactic was used for both of the above too.nbsp; I haven#39;t seen any of those guys shut their doors yet./p p I was in Sacramento, CA, Thursday June 9th, 2011, protesting (among other things) the fact that Chase Bank has failed to pay at least $15.3 million in back taxes in 11 of California#39;s 58 counties, and owes much more than that in the rest of the state.nbsp; That is still a drop in the bottomless bucket of the billions of dollars that have been cut from the state budget, but if Chase Bank and all the others guilty of the same thing were forced to pay what they owe our budget problems would be much smaller./p p Don#39;t listen to SPUR (San Francisco Planning for Urban Research--which used to spell Urban Redevelopment; the non-profit reinvented itself to shield itself from the long memories of those of us who remember what happened to the I-Hotel, the Western Addition/Fillmore District, the area around what became the Yerba Buena art museum, the Moscone Center, MOMA {the Museum of Modern Art}, etc) and other right-wing organizations!nbsp;/p p They are so business oriented they have forgotten their original missions, to help the little guy.nbsp;/p p nbsp;/p

I dream that the cleaning ladies replace the young, mostly white, mostly college educated residents; moving their families in and creating community that is not based on fake wealth but on culture and spirit.nbsp; I imagine those young so-called professionals who earn 7,000-10,000 a month swinging mops, brooms and using toothbrushesmdash;to get those hard to reach spots./p p nbsp;/p p I think about the cleaning ladies.nbsp; The Chinese one speaks Spanish and the Latina speaks Chinese.nbsp; I wonder where they are from, how they got here and how they feel about cleaning someonersquo;s apartment, a CEO letrsquo;s say, one who doesnrsquo;t think to leave a tip.nbsp; For a man who doesnrsquo;t own one inch of the property, he has convinced himself that the property is his domain and that everybody elsemdash;except the property managermdash;are his serfs.nbsp; One of my duties is making coffee for the residents, stacking sugar packets and creamer on a lazy Susan.nbsp; As a revolutionary, I hate doing this but I need the job so I curse every drop that comes out of the coffee maker.nbsp; The maintenance supervisor, as part of his perambulatory ritual (by ldquo;Perambulatoryrdquo;, I refer to his walking inspectionmdash;basically a quasi official-looking circuitous chickenshit saunter of my work area with both his ass and chest sticking out simultaneously) checks the couch, the rug, the kitchen area and the coffee pots.nbsp;/p p nbsp;/p p He comes to the desk and says I have to make more coffee and make sure to prop the pillows, so they look like marshmallows--but in reality those pillows resemble his midriff.nbsp;     p I think back to my first time inside a cell. I remember my first time in prison as an inmate.nbsp;nbsp;I remember everynbsp;return to custody. The anger rises up. The pseudo-reality of incarcerated life threatens to sweep me into the past. I focus on the story and move on--abandoning the lost years to the past.nbsp; It wasnbsp;2002 at Arizona State Prisonspannbsp;/spanBuckeye.nbsp; We stopped eating and working to protestspannbsp;/spanpolicy decisions made regarding meals and vocational programs.nbsp;We felt the pressure of our mail being shorted but not stopped, visitors being refused entry, midnight shakedowns and increases in disciplinary reports and imposed sanctionsnbsp; A feeling of span class="scayt-misspell" data-scayt_word="invevitable" data-scaytid="3"invevitable/span defeat was felt by everyone.nbsp; After 17 days we gave up.nbsp;The wheels of progress had rolled over us. I hope that doesnrsquo;t happen to thenbsp;incarceratednbsp;men innbsp;resistance at span class="il"Pelican/span Bay.nbsp; The years of losing battle after battle with prison officials does notnbsp;inspire much hope other thannbsp;that no-one is hurt in this clash of wills./p p nbsp;/p p The issues atspan class="il" Pelican/span Baynbsp;may not be the same ones as the hunger strike at Buckeye, but the manner in which the prison officials will deal with it are identical. Complete cessation of recreational activities, increases in disciplinary reports and imposed sanctionsnbsp;are some of the ways that the badge will fight the organization of prisoners in opposition to departmental policy.nbsp; I can hear the span class="scayt-misspell" data-scayt_word="doubletalk" data-scaytid="5"doubletalk/span from here./p p nbsp;/p p The men at span class="il"pelican/span Bay State Prisonspannbsp;/spanin the span class="scayt-misspell" data-scayt_word="SHU" data-scaytid="7"SHU/span (security housing unit) are labeled as the worst of the worst--the gang leaders, killers, threats to peaceful society--real bad men. We know that such persons exist so--we as free persons--accept this designation at face value, never looking closer at who can end up there and what kinds of evidence gives the department of corrections the right to give a man that kind of label. nbsp;These are the issues which are now under counter-attack by organized prisoners, their families and supporters./p p nbsp;/p p Notorious for inhumane conditions, the California Department of Corrections and Rehabilitation has in the past few years undergone a superficial dog and pony show type transformation, giving itself the extra designation of a lsquo;Rehabilitativersquo; agency.nbsp;Formerly known only as CDC, they are now the span class="scayt-misspell" data-scayt_word="CDCR--a" data-scaytid="13"CDCR--a/span change in span class="scayt-misspell" data-scayt_word="acronyn" data-scaytid="15"acronyn/span only--giving inmatesnbsp;no more access tonbsp;rehabilitation than prior. I personally watched the closure of the education department at Tracy--the span class="scayt-misspell" data-scayt_word="Deuel" data-scaytid="17"Deuel/span Vocational Institution--as well as the final meeting of alcoholics anonymous, where we were informed that the unpaid volunteers--due to lack of funding--would no longer be given access to the prison for meetings which cost nothing, required no extra supervision, and helped inmates with alcohol problems gain tools to better cope with their lives upon release./p p nbsp;/p p The list of little things that prison officials and guards do to inconvenience prisoners is almost without limit. Mail gets slow. Visitors get turned away. Expensive collect phone calls are terminated at crucial points by guards who eavesdrop for security purposes.nbsp; These are what they do to the average prisoner every day in a General Population prison.nbsp; span class="il"Pelican/span Bay is not one of these yards.nbsp; span class="il"Pelican/span Bay is the place that the prison system uses to throw away human garbage.nbsp;nbsp;Anyone who goes as an inmate to this place is categorized exactly that way to discourage belief in the horror stories they would tell if they thought someone would credit them as the truth.nbsp; Most men donrsquo;t have that hope after a span class="scayt-misspell" data-scayt_word="SHU" data-scaytid="9"SHU/span term./p p nbsp;/p p I barely believe that bringing to light the abuses by guards and prison officials is worth the time because emno one cares /emis the first lesson you learn in prison--they make sure of that. Part of the experience of incarceration--a huge part--is the intentional separation from family and friendsspannbsp;/spanthat the prisoner is subjected to.spannbsp; /spanI could write five of these papers and barely scratch the surface of the tricks and methods employed by prison workers to destroy the bonds which tie us to the society we were cast away from. The struggle to be treated fairly hurts to the extent that many men don#39;t try to fight anymore. Uprisings, strikes, and sit-downs are some of the methods employed in previous generations to combat prison policies which were unfair or inhumane . Today almost any cooperation between rival factions or gangs of prisoners is unheard of and so, conveniently for the prison guards and policy makers, they present no real threat to any decisions made or policy enacted./p p nbsp;/p p The hunger strike at span class="il"pelican/span bay is an exception to the rule as all reports make this out to be a multi-racial issue (unilaterally the prisoners have agreed). That makes this one different.
